About the Department
Panchayat Raj Engineering Department is a wing under the Panchayat Raj & Rural Development Department which is responsible for creating rural infrastructure facilities such as roads and buildings in the villages. The main activities of the Department include the following:
- Providing all weather BT/CC road Connectivity to habitations.
- Upgradation of existing Gravel/ WBM/ Earthen Roads to Black Top for creating a homogeneous rural road network.
- Maintenance of the Rural Roads.
- Construction of Gram Panchayat infrastructure with the MGNREGS material component & other convergence grants.
- Construction of Infrastructure works in villages of other departments.

Ongoing Programs
Overview
- The Government of India has launched the Pradhan Mantri Gram Sadak Yojana (PMGSY) during 2000 with the objective to provide rural connectivity with all-weather access to eligible unconnected habitations.
- The Programme has been taken up in phases i.e. PMGSY-I, II, III, RCPLWEA & PMJANMAN.
- 444 road & bridge works costing Rs.1637.93 crores for a length of 1637Km is the work on hand as on 01.04.2025.
- So far 47 works are completed with a length of 236km with an expenditure of Rs.239.85 crores.
- 313 works are in progress and balance 84 works are in entrustment stage.
New Proposals Planned
- PMJANMAN (2025-26) is under clearance stage by MoRD to provide connectivity to 105 habitations in PVTG areas with a length of 259km and 33 bridges costing Rs.375 crores.
- Under PMGSY-IV, it is proposed to provide connectivity to 482 habitations (282 in ITDA areas & 200 in Plain areas) with a length of 1219km costing Rs.1200 crores and these works are under preparation of DPRs stage.
Overview
- As a part of Government’s endeavor to improve the living conditions of rural areas by connecting all unconnected habitations with population 250 and above in the state, AP Rural Road project has been taken up with an estimate cost of Rs.4976 Crores for connecting 4808 habitations with new roads.
- The project is taken up with financial assistance from Asian Infrastructure Investment Bank (AIIB), Beijing.
- The Government has accorded administrative sanctions for 3665 works for a length of 7213.02 Kms with an estimated cost of Rs.4976.29 crores.
Revised Programme (AIIB Loan Revision)
- As per the Directions of the Hon’ble Chief Minister, GoAP, in the review meeting on EAP held on 28.01.2025 to limit further loan from AIIB to Rs.1200.00 Crores in addition to already drawn amount from AIIB.
- Accordingly, The DEA, Ministry of Finance, Govt. of India communicated to AIIB for partial loan cancellation & revise the loan agreement and extend the project up to 28th February 2028.
- The revised programme is effective from 30.05.2025.
Revised Works Proposed
- As per the revised programme, 2551 works are proposed to take up under 125 packages with a length of 4070kms costing Rs.3475 Crores.
- Out of 2551 works, 1719 works are physically completed.
- 561 works which are at WMM level are to be completed to BT/CC level.
- 271 works which are at or below GSB level are to be close at safe stage.
Current Status
- 1760 works are completed with a length of 3185 km and Rs. 1864 Crores expenditure incurred so far.
- 520 works are in progress and 271 works at safe stage level.
- The project is targeted for completion by 31st March 2027 wherein road works are to be completed by 31st March 2026 and Bridge works are by 31st March 2027.
NABARD RIDF-XXIX Tranche
- 158 Nos. of Road/ Bridge works for a length of 803.80 Km with an estimate cost of Rs.656.93 Crores were sanctioned under NABARD RIDF-XXIX Tranche.
- Out of 158 Nos. of road works, 94 Nos. of Roads of length 402.43 Km were physically completed.
- 53 works are in progress.
- Entrustment is in process for the balance 11 nos. of Roads/ Bridge works.
NABARD RIDF-XXX Tranche
- 402 Nos. of Road works for a length of 1202.60 km with an estimate cost of Rs.557.22 Crores were sanctioned under NABARD RIDF-XXX Tranche for the financial year 2025-26.
- Out of 402 Nos. of road works, 6 Nos. of Roads of length 7.88 Km are physically completed.
- 228 works are in progress.
- Balance works are under process of entrustment.
Current Status
- 38 Nos. of Roads/ Bridge works for a length of 160.66Km with an estimate cost of Rs.103.07 Crores are sanctioned.
- 13 Nos. of Roads are completed with a length of 55.59 km.
- 5 Nos. of road works are in progress.
- 22 Nos. of works are cancelled as per the instructions of the Government, as these works are not started.
Spill Over Works (2024-25)
- There are 2498 spill over works for the year 2024-25 with a cost of Rs.254.84 crores.
- Out of total spill over works, 2364 were physically completed and final bill Rs.281.66 crores is to be paid.
- So far Rs.32.64 Crores expenditure incurred.
- 285 works are in progress with an estimate cost of Rs.95.03 crores.
Current Status
- 9 works sanctioned with an estimated cost of Rs.49.73 crores for length of 48.80 km.
- Out of 9 works, 1 work requires Forest clearance.
- 7 works are earthwork in progress.
- Remaining 1 work is WMM in progress.

Functionaries
- Head of the organization and accountable to the Government in all matters relating to PR Engineering Department.
